The ironic thing about this movement (concept looks good on paper, not so much in real life), is that it might actually have the opposite affect the ministers are looking and hoping to achieve. Rebellion is something of an inborn trait, and these children of the "worst families" will continue to rebel (not all of them of course, but there will still be those who do).
