I was supposed to make a picture of it, but I got lazy.
basically a modified GLA radar van with a giant vuvuzela on top a radio tower like structure.
kills infantry ,disables tank, and annoys the hell out of the player.

Yeah I think it would end up reaching far and beyond chinook ride of the valkerye's level of annoying

Isn't that half the point? The chinook taunt was never meant to be annoying, it just was, this on the other hand gives you reason to kill the radar van as quickly as possible

It would be a good way to prevent your enemy from throwing nukes at your base, since he'll try to use them on the radar van instead

Seems like an SW distractor to me. Also add a feature to make it more quiet. The NOS (Dutch sports channel) turned down the sound in the stadium to reduce vuvuzelaness

Maybe make it ass a upgrade for the speakertower that does "Ring Ring Ring, Bananaphone!" xD
So you hear Bananaphone by default and you can upgrade it to annoys sound (cost: nothing). Could be fun in multiplayer. xD

Best thing I heard since long time. I think when you speed up the noise of the angry mob that you already get close to it. xD
Or just record the sound off the football button on Youtube.
