I think it's probably because a gender has not yet been identified, it's easier for people to say "it" as they dont want to look a bit of a nob if they say "he/she" and it turns out to be the opposite sex. I see whe're you're coming from though. I try to avoid saying "it" myself as it de-humanises the unborn baby in question. I would normally just refer to it as "the baby" or not at all.
