Is there a way to slow down or disable the tunnel healing time?
There is a parameter in TunnelContain called: TimeForFullHeal
However, I can set the numeral value to an arbitrarily high number and the time it takes for a unit in a tunnel to fully heal is almost instantaneous.

any garrison contain healing doesn't work that way.
the units inside the structure will regenerate to full health in a steady flow. if you set TimeForFullHeal = 5000, it doesn't mean you need 5 seconds to wait the unit be healed to full health. it's more like a "timeout" counter. if the unit still not fully healed in that time (like it were attacked during healing), the unit will be instantly recovered to full health as long as the unit is still inside.
as for your question, you can remove the TimeForFullHeal line if you don't want the tunnel to heal the units inside.
this also can be applied in other garrisonable structures, tunnel networks, firebase, etc.
