This creature talks in quotes. It absorbs all the information of mankind and communicates with them using the quotes from video games, movies, songs. It also collects keyboards and reviews them for an unknown reason to us. Our troops must be especially vigilant while this specimen lays its hands on a classic keyboard which it didn't saw before, then it becomes quite dangerous.

Well. Death isn't illegal, killing is. So i am unsure in which category death killing falls to.
Also, if you are a president of a powerful country, it is also not illegal for you to order to kill millions of people. (both your citizens' and the others)
You may not use chemical weapons though, but feel free to bomb them and shred them to bits, possibly while burning.
