San Andreas is the opposite of all that, it's a strictly regulated semi-life-sim game that greatly limits your choices and makes you do completely irrelevant stuff like going to macdonalds, going to the gym, going on dates, buying properties, going to the hairdresser, get tailored, you even have to defend your neighbourhoods from time to time. It's basically the open world equivalent of Mario Goes Shopping, it couldn't be further from GTA if it tried! A true GTA game would never tell you to do stupid boring stuff like that. Well GTA V introduced a super long on-rails tutorial, that was an even bigger bit of blasphemy, but you get my point.
San Andreas itself as a game is also highly culpable as first of all it resets all your hard-won progress halfway through with no warning, and then it throws a plane flying tutorial at you with such hideous controls that I've never managed to complete it.
