Yeah no, not in Tunisia, all the food you see in fast foods has to be bought from a single company that's heavily controlled by the authorities to avoid shit like that.
Pork on the other hand you won't find in fast foods here obviously, and it's not controlled. Heck, it could even be poisoned by some islamist nutheads to "punish" sinners and whatnot.

Good for you, I probably ate a few cat or dog while intend to eat cow doner anyway, you can tell that because almost all the doners tastes differently, some vastly different and no they don't use any spice, only salt

Anyway, considering there is one region of Tunisia where they eat dogs and another where they eat cats, you can't really try to doublecross people with that meat, since there's bound to be someone who would notice it
However, there's a lot of butchers who will sell you donkey meat instead of beef if they see that you're stupid enough to fall for it
