Well, atleast their nays or yays do matter. We have 600 of those guys and whatever they agree on, Erdogan can cancel it. And whatever they won't agree, Erdogan can still pass it on his own.
We have something like "Decree which is same as Law" can't even translate it, so absurd. It allows the President to bypass parliment and create or change as many laws as he wants. And i can assure you he does it often.

Because it if was binding then some progress would actually be made. (I think it's actually just in case an emergency happens and then it isn't legally binding. For example the Brexit referendam was entirely non-binding but most people treat it like it's law.)
