Thallium toxic but that's about it; most radioactive elements are MUCH worse. You can work quite safely with thallium; radioactive elements are absurdly hazardous if mistreated. Of them, thorium is definitely not the worst. And radioactive elements, or toxic ones, are only bad for organisms that can't handle them.

Fluorine is the real deal, being the most electronegative element in existence. For the opposite reason, caesium is also pretty bad, but Cs doesn't produce compounds that aren't nearly as bas as F. Francium is very reactive as well, it would probably ignite you if you touched it, but it's extremely rare.
