It took this much for me to get a 7-Hard-AIs Skirmish Shockwave game at maximum detail in a not-very-detailed map to run, and at it's height it still slows down a lot...

zero hour game engine is pretty crap and not optimised. CnC 3 will be much more refined so on high end machines it should run very very smoothly.

Prophet: I have my doubts about that, due to how much the engine seems to have changed. Don't get me wrong, though, I absolutely hope and pray that you're right. If my new machine, whatever the specs, runs the game like I want, I will be beyond happy. I will make happy people look depressed.

I think I should be able to run it all right without too much of a strain on resources, though I feel my video card is the weakest link so I'll be upgrading it when the time draws near.

It'll probably run up near a couple grand. I'll start with just 2GB of RAM, and add more later. I'm planning on selling my old machine and a few other things to help raise a portion of the funding.
The Core 2 Duo E6600 isn't that expensive, but it'll still beat an FX-62! It's $320 or so for groups of $1000, expected per unit price is just over $400 (I think, not certain). Impressive! The motherboard will likely be around $150, if it's anything near the AMD nForce5 boards.
The X-fi and one of the SATA-II HDDs are already aquired. The PSU will likely run about $100, the case about $200. The RAM should be about $260 for 2GB. Graphics card, $400. The other HDD, $100.
So, that's roughly $1600, plus shipping. Hopefully the selling of stuff will net me at least $800, preferably $1000. If I manage to get $1100 in sales I'll get the 4GB of RAM right off the bat!
I also plan on adding a TV Tuner card, but that's in a separate budget and will also go into my current machine before I get the new one.

OK, when you install a new card into your system, there's a slot it goes into. Graphics cards can use one of the following:
PCI
AGP
PCI-Express x16
If all you have are PCI slots (no AGP or PCI-E), give up now and get a new computer. They simply lack the bandwidth to process modern graphics, and graphics cards are no longer made for these slots. They are still useful for sound cards, physics cards, wireless cards, TV tuners, etc. In other words, they've still got a lot of useful things for them, just not graphics.
AGP is still servicable, but barely. What cards you will find will be overpriced compared to PCI-E cards, and significantly underpowered, too. Consider upgrading or getting a new computer soon, as AGP won't be around that much longer, and for good reason. It was great in it's time, but is quite slow compared to PCI-E.
PCI-E x16 is the way to go. (Note that PCI-X is something different and only really found on servers and high-end workstations. Avoid these if you're a gamer, there's no point to them.) By far, PCI-E x16 offers the best bandwidth and is the best solution for gaming graphics on the market today. Some systems even have twin x16 slots for running two cards at once. For nVIDIA cards, this is known as SLI. For ATi, it's called Crossfire. Motherboards will only support one or the other (or neither). Be certain to read up on which if you want to use this feature.

Just waiting for my acer Ferrari Laptop to arrive soon. Sure it wont run everything on high specs bit it will be a vast improvement over my current specs.

I don't think my system will be able to run it on high detail, but it may have a fighting chance to run it.
Processor: Intel Pentium 4 at 2.40GHz

Oh, and an 80GB hard drive. Space isn't an issue for that. I know Zero Hour isn't the greatest looking game but I can run it on high detail, with everything enabled, full particles and all. Also my card is set to have AA and AF on. So for as crappy as the Sage engine is for Zero Hour, it doesn't look half bad.
