Plus those duds become dangerous unexploded ordinance that you hafta get EOD to remove, and the insurgency doesn't really have that great an EOD program. They're just as likely to blow themselves up as they are to successfully recover the ordinance for use in IEDs. It's like an insta-minefield that the UN can't really bitch about.
