Too right. That's the reason why uber-units in certain ZH mods which require a whole new building and over $9000 to build are still overpowered because once you have the bloody thing, chances are it'll obliterate twice as many enemy units as you could have bought with the cash you spend on building the damn thing. It's also reeeally cheap because these units are only effective due to overpowered weapons which wtfpwn everything in their path except for that ONE weakness which can be tackled with a small escort. There simply isn't a way to compensate for such firepower in most cases and tech-requirements/price tags only work to a certain limited extent.
Also, the concept art makes it even more obvious that this one was taken right out of a Terminator movie. Red Alert 4: Rise of the Machines anyone?
