Also the story will undoubtedly be bigger than just Space Marines fighting to defend a world from the conquering orks. There is always something bigger going on which drives the story for CSM to come into play.
To me though it makes perfect sense. The ork populace may not be very controllable, but there are countless scenario's thinkable for more intelligent races to abuse the ork lust for war for their own purposes.
I know it's completely true, as I wasn't refuting that point. What I was pointing out however, was the fact that the Orks do not readily do something because some other races is enticing them. All the video games that include Orks have it all wrong. It's like they've never read the lore, or if they have, they've gone and dismissed the lot of it. I know it makes "perfect sense", as the Orks appear to be the least intelligent race in the galaxy, when in fact, their low cunning and inborn skills make them far more intelligent than anyone gives them credit for. Orks have their own agenda and these claims that video games have made about other races fiddling around with it is just complete nonsense.
