If they go with the sub factions, they need to put the time and care into them and make them play differently and not expect a mod to do it.
Also, there is nothing that says there cant be sub factions.
-RA2 had Countries
-Generals had... well... Generals
-CNC3 will have subfactions. THis makes sense since in the NoD side some units were Cyborgs which were excluded from the game itself so as the subfaction for the Cyborgs comes into play. Just like how the mechs for the GDI were removed so that the (possible) mech sub faction comes into play.
Personally it sounds like a good idea. It allows for alot more content as well as more options for players to choose what best suits them. Isnt that what each RTS wants, for players to be able to choose a side that best suits them in terms of style of play?
PS. With there only being 3 universes in CNC, you cant say which one should have one thing over the other if 2 of the 3 universes has it. If its limited to one universe than it should stick to the one. But since the other two have it, it makes more sense. O and also, RA2's countries did NOT impact gameplay to the point of changing strategies as to how each faction would work. Each country only added a unit or two and a MINOR boost to something.
CNC3 will introduce more dramatic changes to change the style alot more.

So far 2 new sub factions for each side confirmed, New domination mode confirmed, Kane kicking more ass confirmed and the Xbox 360 version getting a sweet ass radial interface confirmed.

Oh well, I think this Sub-Factions thing will be really good for the community. Everyone likes to express themselves, and having more factions means people will be able to do so in C&C3. Plus it'll also set the stage for Shockwave 2 to come in and tune-up, add and generally improve these Gener-, I mean, Sub-Factions.
