Assuming you're talking about the YR civ infantry units, same applies to them as with any other unit. They didn't break anything and for their one appearance they only served to spice the game up.
Assuming you meant action movie heroes in general, their flaws are what makes the movie dramatic.

Just play as Yuri on any map that has them(user made) and its the end for all except you.

Mammoth MKII from TS should be added. It's slow, expensive, and has very awkward targeting. Railguns while powerful, have short range, and are easily stopped by terrain. A Disruptor/Hover MRLS could do more for less cost.

Not to mention when controlled by the computer they were somehow able to survive falling under cracked ice and would appear on your doorstop a second later O_o
I'd personally say Discruptors are the most broken units in C&C history. They had heaps of armour, and while slow could basically kill any other ground unit in 2 hits.
